New MailScanner Script v3.12

Changes:

• Modified virus.scanning.rules so that it defaults to yes and only exceptions (set to “no”) are listed
• Updated installer to run /usr/mscpanel/mailcontrol/dbadd.pl to correctly set up the MSFE database driver
